When Noel gives a repair to another member computer the odds are it is not the repair needed for another computer. It varies from computer to computer.

I have Windows 7 pro 64 bit
I See many are having this issue during the IE11 Install failure Code 9C59, I also had this.
I ran into this solution posted by Lee_Ellaway . Thanks to him I followed his instructions exactly as he posted and It works. So far no further issues and all updates are successful. at this page
IE 11 - Fails to Install (Windows Update or Standalone) - - Microsoft Community
His entry as follows
1. Open CMD (run: CMD)
2. Copy this:
FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*11*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"
3. Right-click on CMD window, paste
4. Let that run.
5. Download stand-alone installer for IE 11 for Windows 7 (Download Internet Explorer 11 - Microsoft Windows)
6. Install, reboot.

I also had the run in with the MS Support wanted 100 bucks. His story as to the problem seemed a way bit far fetched.
