Windows update failed corrupted file tcpmon.ini

My Windows update won't install updates. And, the Service Pack 1 was installed at one time, but is now trying to install again, but won't. The error code is 800F0A13

I ran SFC/SCANNOW and searched the CBS. log and the tcpmon.ini file seems to be the problem.

How can I fix this? I don't have access to another computer to copy the file. And SFC isn't repairing it.

    Here is the CBS log

It says invalid file when I try to upload it.

you need to ensure that it's compressed, and that the file size is under 8MB - if it's bigger, then delete the oldest CBSPersist logs (ONLY) until the compressed file size is under the 8MB limit

The only thing it keeps creating is a text document that says CBS. I can't zip it.
I don't know what's wrong. It was working fine yesterday.
