There's no apparent problems in the SFC results here, and nothing new in the background.
IE cannot be uninstalled - merely switched off (and still really needs to be updated).
IE 9 can be uninstalled - providing that you haven't run disk cleanup - by finding the entry for it in Installed Updates, and uninstalling it from there.
You can then update it again, and see whether that cures the problem. It's about the best I can offer at present
So.. I need to reinstall IE 9, then install IE 10 and 11, right? I read that IE 11 cannot be installed without the previous versions installed first. Sigh.. what a headache for a software that I'll never use...

No go. Successfully reinstalled IE 9 but couldn't install IE 10.

CheckSUR is clear still..
I don't really know where to go from here - other than a repair install.

Is it okay if I leave it not updated?

You can do, since you tend to use other browsers anyhow - but it could leave your system open to attack from vulnerabilities.
If you want to do that, simply hide the updates (right-click and select hide, when they are listed in the offered updates)

I'll try another reinstall. If that fails, I'm going back to XP. Lol jk. So, if I hide the updates, I'd be less vulnerable to IE vulnerabilities?

You'd also need to switch IE off in the Windows Options - that way it wouldn't be called out very easily by malware.

Control Panel > Programs & Features > Turn Windows Features on or off (look for the IE entry and uncheck it)

OK. I'll try a reinstall later.

I haven't done the repair install, but I just got a message saying activation failed because my product key is invalid. Is it because I'm not in the US or something? There's an option for phone activation. How many times can I activate Windows? I feel it's better to do it after the repair install...
