There's no reference anywhere in your COMPONENTS hive of anything to do with that patch - which would tend to imply that it's the download that's corrupt rather than anything else.

I would suggest downloading it and attempting to install it offline..

I installed the update, rebooted, made sure all updates besides IE11 were installed, rebooted, and tried installing IE11 again. Got the same error message. Attached is the CBS log from this attempt.

That patch shouldn't have been able to install if IE11 isn't installed already!

Please upload your C:\Windows\windowsupdate.log file - I'll see if anything makes sense to me there.

What Anti Virus products have EVER been installed on this machine?
I can't see any specific cause for the failure to update in the logs - but the 643/9c59 error often indicates some major corruption somewhere, which may be best dealt with by a repair install.

That I cannot answer. I don't know what the factory image from Lenovo came with. However, for over a year the system has been using Microsoft Security Essentials. Looking at the registry I see references to Symantec/Norton so I can only assume it was something from them back in 2012.

In that case we need to run at least the NRT - dregs from Norton software can cause all sorts of strange problems.

Download the Norton Removal Tool from here https://www-secure.symantec.com/norton-support/jsp/help-solutions.jsp?lg=english&ct=united+states&docid=20080710133834EN&product=home&version=1&pvid=f-home

Close all other programs, then run the tool. When it's complete, reboot the machine whether it asks for it or not.

After the reboot, open an Elevated Command Prompt, and run the following command

    NETSH WINSOCK RESET

You'll be advised to reboot - do so.

then reboot to a Clean Boot, and see if the update installs...

I followed all of these instructions, but the installation of IE11 still failed. However, I'm happy to report that I have successfully installed IE 11 on my laptop.

How? I tried the standalone installer for IE11, which failed. The installer said to check the C:\Windows\IE_Main.log file to see why everything failed. As you can see below I was getting error 0x80092004 for the IE11-neutral.Downloaded.cab file. I did a Google search for "0x80092004 IE11" and read the information found at internet explorer - Can't Install IE 10 on brand new Windows 7 - Super User. The recommendation was to run "pkgmgr /up:<Microsoft-Windows-IE & Microsoft-Windows-Internet-Explorer packages lower that v.11.XXX>". I did that, rebooted, ran the stand alone installer and everything worked like it should.
