Windows Update Failed, reverting changes loop.

Hello all, I've been having this problem recently ~2-3 weeks ago with my Windows Update.

I am unable to install these 3 updates through Windows Update, as well as downloading them manually from the Microsoft Update site:

Security Update for .NET Framework 3.5.1 on Windows 7 and Windows Server 2008 R2 SP1 for x64-based Systems (KB2446710)

Security Update for .NET Framework 3.5.1 on Windows 7 and Windows Server 2008 R2 SP1 for x64-based Systems (KB2478662)

Security Update for Windows 7 for x64-based Systems (KB2871997)

Sometimes it will install one of the three updates and ask me to restart, while it's step 3 of 3 of the updates it quickly shuts down (sometimes so fast I don't see the message): Update failed, reverting changes or something along the lines of that and automatically restarts, does the same thing until I reboot in safe mode then back in normal mode.

I have Microsoft Security Essentials and Malwarebytes fully updated and installed, and have ran full virus/rootkit scans on both of them and it doesn't pick up anything. My Windows is Genuine.

Also on a side note: Whenever I double-click an image on my desktop and a couple folders and close it my explorer.exe stops responding for about 20 seconds, it only happens in 2 folders and the desktop; could this be malware? If so how can I fix this without reinstalling my windows (I've already reinstalled once, but I never had that problem before.)

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CBA files, for a number of reasons)

Okay so good news I ran SURT and it was successful, sfc scan found no problems with the integrity of my system; after that I had 16 new updates to install which I did, restarted and had 1 Internet Explorer Update to install which I did that did not require a restart and now it says I have no more updates, great. Would you still like me to post a log? seems like SURT did the trick.
