To be honest - I have no real idea how to fix this
I'll have to have a think about it, and come back to you (probably over the weekend).
If you're in a hurry, then begin thinking about a repair install of Windows.

Hi NoelDP...i have the same and similar failure on my site...tried really everything and now, i'm frustated...
