Cumulative Security IE11 KB2976627 won't install error 8007054F

I've tried a hundred times and this update will not install.
Once it reboots and, it says reverting changes and reboots again. I've tried sfc /scannow, and the SURT.

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

The CheckSUR shows a fair number of complex errors - and a possibly simple one which may fix some or all of them...

I need to have a look at your COMPONENTS registry hive

Please copy the C:\Windows\System32\config\COMPONENTS file (no extension) to your desktop and then compress it - upload the compressed file to your favoured fileshare site (preferably Dropbox or OneDrive) and post a link.

I've fixed the one bitflip found by CheckSUR - let's see if it's made any difference to the others...

I've uploaded a file - d47aa.zip - to my OneDrive at Noel's OneDrive
Please download and save it to your desktop.
Right-click on the file and select Extract All, and save to the default destination (which should be a folder on the desktop)

Create a new System Restore point

Open an Elevated Command Prompt, and run the following commands.

REN C:\Windows\System32\config\COMPONENTS COMPONENTS.OLD1
COPY %userprofile%\desktop\d47aa\COMPONENTS C:\Windows\System32\config

If you get an error with either command, STOP THERE - do not reboot! - post for instructions.

Assuming both commands go OK, reboot, and run another CheckSUR scan - post the new CheckSUR.log file.

Try again while in Safe Mode - it should work then.

I'd rather find out why it won't work in Windows like it should.

Please open an Elevated Command Prompt, and run the following commands

ICACLS C:\Windows\System32\config
ICACLS C:\Windows\System32\config\COMPONENTS
DIR C:\Windows\System32\config\COMP*.*

post the results

Here are some instructions to make life easier
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.
