The results of attempting that are unpredictable - let's have a look at it anyhow...

Open an Elevated Command Prompt, and run the following commands...

Code:
DIR C:\Windows\d3d11.dll /S
DIR C:\Windows /AL /S

.
They'll take a couple of minutes each - be patient!
post the results.

Here are some instructions to make life easier
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

When I first started with computers, we used to program them by plugging wires into a board. DOS and I are old enemies!!

It's strange that the KB is installing - but the proper file version isn't being installed. I suspect that this means that there is significant registry corruption that the normal tools aren't picking up.

I know of no solution except a repair install

hhhmmm - Well I'll give it a go (but am less than optimistic) as it takes less effort than we have expended on this thread so far and report back.

OK So
1. Repair install (in progress)
2. Windows update
then report back?

Just time for a quick trip down to the pub!!!

Sensible lad!

When doing the updates, it's a good idea to do them in sections - I split them this way...
1) All Windows Security Updates
2) All Windows Updates
3) Update IE8 and ActiveX - then install IE 9 and update that, then IE10 and update that, then IE11 and update that.
4) .NET updates
5) anything else

Always do a Check for updates between sections.
reboot between each section, and include in the next section any that failed (or are new) from the previous one (assuming it's only one or two)

Well I didn't read your message in time and did them all in one hit (longer down the pub :-)
All went fine except, guess what, IE 10 failed.,

Now what?! MAC OS? (see PS below)

I'll reboot and await your wise words

Checking each of the prerequisites, I find no record of kb2670838 being installed. SO I have downloaded the KB installer and installed it.
Rebooted
Then downloaded IE10 installer and tried to install that
And it worked!!!

SO how come kb2670838 was not installed and did not get referenced by the error process?##Anyway off for the next tranche of Windows updates
