You have a rather strange entry in the HKCU listing.
HKEY_CURRENT_USER\"Software
It could be this that's causing problems.

let's see if there's anything significant inside it -

Please open an Elevated Command Prompt window, and run the following commands - post the results.

About the only thing I can think to do is create a new User Profile, and transfer your data from the existing profile to the new one.
First create a new User, and then reboot into the new user and see if Windows Update behaves as expected in that profile. If so, then we have a possible way forward.

Hmmm..
I don't like resorting to this - but it will at least tell us whether the problem is system-wide or confined to the one account..
Built-in Administrator Account - Enable or Disable

Enable the hidden Admin account then log out, and log in to the Administrator account.

See if you can access the Control Panel from there - and create a new User (with Admin privileges) there.
If that works, then immediately log out of the Administrator account, and log into the new user account, and check settings.

If that's OK, disable the Administrator account again, and post back with results.
