Try this - it should remove any dregs of later IE that remains lying around...
Open an Elevated Command Prompt and run the following commands:

Then I ran the SFC, and it resulted in no issues.

The I rebooted and ran the SURT, but the zipped CBS folder is 27mb and won't upload.

OK - so it looks like the system is back where we wanted - there are no significant errors in the CBS.log, and CheckSUR is clear.
The output from the commands is pretty much as expected.
Hopefully, you now have a fully-functional IE installation?
If so, then please run a Check For Updates - but ONLY install updates for IE8 - do not attempt to update to IE9/10/11 yet.

The foreach command sure made rolling back to IE8 a simple task.
I'd add to your sterling reputation if I could, but alas the forum tells me I must spread some Rep around first :)
The acid test will be incremental updates to IE with full Windows Updates applied to that version before trying to install the next IE version.
I suggest check points before moving up.
Create a restore point now to be the base.
IE8 ... Windows Update (WU) until no more IE8 updates offered.

Restart machine.
Then wait for a member to view the SFC and SURT output before installing IE9
I think you said before that IE9 wasn't offered in WU, so you'd have to use the offline install pkg - but Noel might still have a trick or two left in his bag.
The process would be the same for IE9 once it is installed.
IE9 ... Windows Update (WU) until no more IE9 updates offered.

Sometimes threads are like a flock of geese - everyone gets to lead for a while. Ever notice that the flock suddenly turns east? A new wing commander took the lead ... but the flock wants to fly south for the winter ... no worry, the next wing commander gets them back on track.
It's difficult for the member on the other side of the monitor when different suggestions are offered. It's difficult for members on this side of the monitor if a solid path is diverted.
Carry on brother Noel - you have my full support. If your wings are tired and you want to fall back for a rest - Wheres and I can follow the plan in place.
IE8 fully updated, checkpoint, then IE9 fully updated, checkpoint then IE10 fully updated, checkpoint
... but no IE 11
There is one thing about the IE10 pre-reqs - I was going to suggest that Wheres skip them (or uninstall them if they slip through - the platform update in particular) and use the offline IE10 install package. I mentioned before that I think IE 10 carries the pre-reqs or the install pkg goes and gets them. I could be wrong, but that's what I recall.
Any thoughts on that?

The ball is in Wheres court.
Make sure you're running IE8 and then follow the plan
- turn OFF automatic Windows Update (WU)
Control Panel -> WU -> Change settings; tick Let me decide
- get one IE version up-to-date: WU manual check for updates
don't let WU force a higher level IE on you (any higher numbered IE offered: untick OR hide the update for now.)
- Check your system files and post the output logs.
-- STOP HERE-- If SFC or SURT report any integrity errors- Create a restore point
- Restart your machine
A member will look at the logs to see what can be seen
The rest is in other posts, I'll collect the IE9 and IE10 information and post it in my next post.
