Windows Not Genuine Error - 0x8004fe21

Help! I have been getting the "Windows Not Genuine Error - 0x8004fe21" error message for the past few months. I have Windows 7 Professional 32-bit, SP-1. I have had the computer for over a year and this message started appearing just a few months ago. Microsoft was no help with phone reactivation or live help assistance.

I did not perform any hardware upgrades before this started appearing and have tried many other suggestions listed online (including many of the ones here listed by Noel)...still to no avail.

Any more suggestions? Thanks to anyone who can help!

Here are the results of my MGADiag report:

Update

So, I've spent the past few hours continuing to diagnose what is wrong. I tried a few more procedures I found online and think I've finally resolved the issue.... it was a lot of trial and error, but maybe one of you experts can tell me if my MGADiag report looks clear now.

Tampered File: %systemroot%\system32\sppcomapi.dll|sppcomapi.dll.mui

This should give us the information we need.

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Further Update

Thanks for your reply Noel. I was actually in the process of doing Windows Updates when I posted the last message. It says it is all up to date now (and that tampered file is not listed any longer), but I just got another "Not Genuine" message appear. Ugh...any ideas?

Surprisingly, the report is now clean.
Are you still seeing any notifications?

Yes, I still had the notification. It seems to randomly come and go. But at least now it is allowing me to do Windows Updates. The notification window on top of everything is still frustrating though.

Does the fact that the 'Validation Code' in the report is back to showing 0 make any sort of difference or hint at a problem?

The Validation Code being '0' generally means that there is no problem.

The fact that the notifications come an go almost certainly means that the problem is caused by a race condition, where two or more processes are competing for resources - this is often the result of hyperactive or conflicting security software.

What is your current Anti-virus?
What other AV's have EVER been installed?
what other security software is installed?

The only Anti virus software I've ever had on the computer is Microsoft Security Essentials. And I only installed that yesterday after it finally allowed me to. The message started appearing months ago, before I had any AV software installed whatsoever.

That begs the question of whether you're already infected/infested with something.
Please download and install Malwarebytes Anti-malware (free version) from Malwarebytes | Free Anti-Malware Detection & Removal Software - UNtick 'Enable free trial of MBAM Premium' at the end of the installation - and update it, then run a full scan in your main account, and Quick scans in any other user accounts.

Quarantine everything it finds
