This may be the error we need to address...

This error appears to be referring to either IE9 itself, or an IE9 update.

The related error in the CBS log appears to be this one...

This indicates to me that there are pending actions which need to be reverted before the system can get stable again...

Please open an Elevated Command Prompt, and run the following command

dism.exe /image:C:\ /cleanup-image /revertpendingactions


once complete, reboot, and do a new Check for Updates and attempt to install only the oldest update found.

If that fails, then we may be in repair install territory.

I'll see what I can find out - but it may be a day or two.

If you're in a hurry, a repair install may be your best bet/option
