Is there an actual person I could talk to that could tell me if my product ID has actually been used more that 10 times (M/S limit) and could reset it if it was?

OK.....where is Noel's post #8? On the link in his reply, there's only 5.

I've included the CBS log from 12/26 if you can get anything from that.

Let's try another approach...
This may identify problems and allow us to get you back on track again...

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

This (above) is Noel's post #8

This is the tutorial.

OK, here's the files. The only errors I get are: License Activation (slui.exe) failed with the following code: 0x80070005, and: The activation server determined that the specified product key could not be used. Code 0C004C008.

Ah!!
The activation error speaks volumes

Open an Elevated Command Prompt, and run the following commands

sc sdshow plugplay
REG QUERY "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\S-1-5-18" /S
REG QUERY "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\S-1-5-19" /S
REG QUERY "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\S-1-5-20" /S

Copy and paste the results to your reply

Here are some instructions to make life easier
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Don't worry about them - I speak Smiley

That all looks normal to me.
Let's look elsewhere in the registry...

Run these commands, and post the results.

REG QUERY HKU\S-1-5-20\Environment
REG QUERY "HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList"
