Can't find the zip file

Thank you. I have found the right file, downloaded it, right-clicked and extracted.
I saved it to Downloads which is under my user name, even though I'm also administrator. Now it won't let me copy the files to the Packages folder because it says I don't have permission. I have tried various ways to run as administrator and it's not working, so I can't go to the EVC to run the command yet.
Also, when I did try to copy/paste the files to the Packages folder, there was an older version there. I presume I copy and replace the old version?

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

No - the languages I'm referring to are the Windows MUI ones - only legally available to Windows Ultimate. Open Office languages shouldn't impact the Windows ones at all.
I can't see any signs of the most common hack for installing MUI Languages on Home Premium - which could simply mean that there's an uncommon one in use, or that there's something very strange going on in your install.
I suspect the latter - which means that your best bet is going to be a repair install of Windows.

Repair Install
This result is like the kiss of death to me. "Repair Install" is NOT what I wanted to hear -- it isn't anything I can fathom at all.
For example, I follow your link to instructions for doing this, and I get "don't do a clean install" and some of these things (insert stuff) may be affected by a clean install, but then there is row upon row upon row of instructions that includes things like:
You can only do a repair install with the same edition Windows 7 installation disc for the same edition of Windows 7 that you have installed.
You cannot use a OEM Windows 7 "Factory" Restore/Recovery type of installation disc that came with or created from a store bought computer to do a repair install with. These can only be used do a clean install instead.
You can do a repair install on a factory OEM installation with the latest official Windows 7 with SP1 ISO file here: Microsoft: Windows 7 Direct Download Links, and use Windows 7 USB-DVD Download Tool to create a bootable DVD or USB flash drive with the ISO to do the repair install from within Windows 7.
This is just gobbledygook to me. I admitted in my very first post that I'm not au fait with the inner workings behind the computer -- it's just a tool to me -- and any talk about link downloads and tool downloads and retail product key (darn computer just CAME with Windows 7 -- what then???) and install 7-zip and such, I just don't understand.
So I imagine now you'll cut me loose because I'm a Windows 7 dummy, but I sure hope I can get some further guidance that will help me with my computer. I haven't got the money to buy a new one, but the time this is taking me to get basically nowhere is making that look like the only solution.
