Hey Noel,
Before I uninstall Avast and replace it with MSE to see if it corrects the problem, I wanted to exhaust a few ideas.
I previously copied Windows\Temp to Desktop. Had full privileges on Desktop copy. Installed all of your Manifest and and packages on the copy successfully. So, I thought maybe I could delete original Temp and move copy back into Windows and see if I would have an accessible copy within Windows Parent Folder.
I went into Safe Mode:
Was successful taking ownership of windows/temp
deleted Windows\Temp. Successful.
Upon restart in Normal Mode "Temp" was back in Windows....no access again.
So, I then tried ECP with admin priv to delete Windows\Temp...and got Screenshot 2
I googled it and tried instructions...windows features wouldn't populate?....screenshot 1
Any thoughts?? My next move is uninstall Avast and install MSE.

You can try disbling the Windows Fax & Scan service - open an ECP and run the following command
SC CONFIG Fax start= disabled
(note the space before 'disabled'!)
then reboot
see if that helps.

Please run SFC and CheckSUR again, and post the new results, and with any luck, we'll have it cracked.
Do you actually need the Fax&Scan service?
I don't need fax and scan but not sure how to delete or disable service (see related screenshot, not sure it applies?)

I Just tried Update again, unsuccessful as expected....and ran the troubleshooter. See Screenshots
The SFC results are incomplete in the CBS.log - but the indications are that it's OK.
CheckSUR still shows a few problems...

I've uploaded a file - v63ab.zip - to my OneDrive at Noel's OneDrive
Please download and save it.
Right-click on the downloaded file, and select Extract all…
Extract to the default location - which will create a new folder v63ab in the same place.
Open this folder - there should be two folders inside it (Manifests, and Packages)
Copy the content of the Packages folder to the folder
C:\Windows\Temp\CheckSur\Servicing\Packages
And the content of the manifests folder (.manifest files) into this folder:
C:\Windows\Temp\CheckSur\Winsxs\Manifests
Now run the CheckSUR tool again (it may take a while)
Post the new CheckSUR.log file, and the CheckSUR.persist.log file.
