Here's how I got it to work. I saved the update file with a simpler name, I called it 2952664.msu. Then opened up a command prompt as administrator. And used then just navigate to the directory you saved the file in and run the wusa executable (Windows Stand Alone Installer).

This is how you would type it into a command prompt:

    wusa.exe 2952664.msu

If you disconnect your Internet connection before trying to run the standalone installer, it shouldn't hang on "Searching for updates on this computer". Always works for me.

That's one of the telemetry updates. Even though in the description it states it's related to the 10 upgrade, it is still being installed on systems. I don't think that update will go away even after the free upgrade expired.

They've even integrated the Windows 8.1 equivalent (KB2976978) into the latest 8.1 ISOs, so I don't think they have any intention of ever removing them.
