    Hi,
You might contact Dell and report the retailer and see what your options are ?
Since it is a Dell computer only question is it a certified refurbished unit ?

You might even contact Microsoft and report the retailer.

Did the win10 upgrade show it activated??
Maybe you got an 'illegitimate' win7 when you bought the computer, if so you were defrauded.

From a retail store?? Then take them to small claims court if they will not cooperate and you are sure your correct. Get an IT friend to verify the non genuineness of the win7 installed PC they sold to you..
Dont see how a judge could rule against you if your facts are correct.

Machines purchased without Windows installed also don't have the necessary SLIC table to be able to properly activate an OEM_SLP Key.
The Windows version installed by your techie *may* have worked on a Dell that had been shipped with Windows 8 Pro installed - but it cannot possibly work on any machine that didn't ship with Windows installed at all.

Threats of legal action often bring about refunds - or genuine installs.
