Windows 7 update error 80246008 - since 08/13/2015

I thought this was going to do it, but alas, the BITS service is back to manual and NOT started......

System: Win 7 Home Premium SP1
Toshiba Satellite L775D-S7135
4 GB RAM (3.48 GB usable)
AMD A6-3420M APU with Radeon(tm) HD Graphics 1.50 GHz
64-bit Operating System

A little background - my last successful Win7 update from MS was mid August 2015 (Adobe Flash Player 18, Auslogics Disk Defrag, Auslogic Registry Cleaner, Auslogic Registry Defrag). Anyhow I had no idea I was not receiving any updates until I was working on my moms desktop Win 7 and saw she was having updates installed but I was not....

So, I install Avira v14 Internet Security Free, Malware Bytes, Super Anti-Spyware and they do not find anything...

Running under the Windows SELECTIVE STARTUP w/load system services and JUST the windows services (however Avira Mail Protection, Real-Time Protection, Web Protection) also running....

BITS is shown as being checked, but STOPPED

Here I am...
- I followed Steps 1 thru 5
- My COM+ Event System was started and Automatic
- My BITS was NOT started and Automatic-Delayed

STEP I - Downloaded Reset_Windows_Update_History.bat & Ran - OK

STEP II - Folder Existed

STEP III - It was Empty

STEP IV - Ran MS Fix 50202 in aggressive mode (checked it); rebooted PC

STEP V - Uninstalled Auslogic BoostSpeed 8, BitMeter, Auslogic Driver Updater; rebooted PC
(*** should I have UNINSTALLED AVIRA, too??? ***)
DID NOT need the EventSystemWin7.reg as COM+ was A-OK
DID DOWNLOAD BITSWin7.reg and placed on desktop
DID DOWNLOAD PsTools; copied PSEXEC.EXE to C:\Windows\System32
Extracted the PsTools fix to my DESKTOP
RAN psexec -s -i -d regedit in the CMD as Administrator in C:\Windows\System32
RAN REGEDIT.EXE in the CMD as Administrator
IMPORTED BITSWin7.reg into the registry - it was SUCCESSFUL
Exited REGEDIT.EXE; closed all OPEN windows, folders, etc - REBOOTED PC
Logged in and checked the BITS (now manual and NOT started)

I started the Control Panel >> Windows Updates and it found 17 updates, including the following:

(tried, downloaded, failed to install)

I even tried to MANUALLY start BITS, but get that same darn error message:
"Windows could not start BITS on Local Computer. For more information review the System Event
Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific
error code -2147024894."

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

Hopefully I can do them easily & quickly.

I am presuming I should CLOSE all open / running programs?!

What about the AVIRA AV program? Leave open & monitoring? Uninstall?

1. System Update Readiness Tool (SURT) - Done (Win7 SP1 64-bit).
=========================================

** After download I was prompted if I wanted to install a KB947821; I replied yes.

Under Download the System Update Readiness Tool, download the appropriate version of the SURT for your version Windows, and

save the file to your Desktop.
NOTE: It is likely that we will need to run this file multiple times, so make sure you keep it.

System Update Readiness Tool fixes Windows Update errors in Windows 8, Windows 7, Windows Vista, Windows Server 2008 R2, and Windows Server 2008

Double-click on the file to install it.
Leave it to run uninterrupted. It may appear to freeze or hang, but this is perfectly normal. If it still hasn't finished after a few hours, then notify us in your post.

2. SFC Scan

Note

a) If SFC could not fix something, then run the command again to see if it may be able to the next time. Sometimes it may take running the sfc /scannow command 3 or more times to completely fix everything that it's able to.
b) If not, then download and run the 32-bit (x86) or 64-bit (x64) System Update Readiness Tool for your same installed 32-bit or 64-bit Windows 7, restart the PC afterwards, and try the sfc /scannow command again.
c) If still not, then try using OPTION ONE above to run the sfc /scannow command at boot.
d) If still not, then you can attempt to run a System Restore using a restore point dated before the bad file occured to fix it. You may need to repeat doing a System Restore until you find a older restore point that may work.
e) If still not, then you can use the steps in the TIP box in the OPTION THREE section below to manually replace the files that SFC could not fix if there are not to many fix.
f) If there are to many files to manually fix, or you prefer not to use OPTION THREE below, then you could do a repair install without losing anything.

**> How to get the SFC error codes:

Note

When SFC runs, it logs it's actions into the C:\Windows\Logs\CBS\CBS.log. The steps in this option will show you how to see only

the specific SFC entries with the [SR] tags in this CBS.log. This can be helpful to show you what files SFC could not fix

automatically if you wanted to try and manually replace them.

1. Open an "elevated command prompt" (right click -> Run as administrator).

2. In the elevated command prompt, copy and paste the command below, and press Enter. (See screenshot below)
NOTE: This will place a sfcdetails.txt file on your desktop with only the SFC scan result details from the CBS.LOG in it.

3. Windows Update Error Codes - DONE
=============================
In your post, you need to specify what error codes/messages you are receiving when an update fails. The screenshot below shows where error codes are displayed:

4. Log Collection - DONE
=================

>> Step 4a - first compress was 97 MB
>> retry - 340 KB ( includes my 3 SFC & Boot-time runs )

>> Step 4b - cannot compress last GOOD CBSPersist from 8/13/2015 to less than 31 MB

>> Step 4c - cannot compress last attempt CBSPersist from 9/10/2015 to less than 12 MB

The steps that we have done have limited automated fixing capabilities, however they are excellent diagnostic tools and generate very informative logs.

Navigate to the following folder:

C:\Windows\Logs

Right-click and on the CBS folder and select Copy.
Minimise all open windows and right-click on your Desktop, then select Paste.
Right-click on the CBS folder on your Desktop and select Send to > Compressed (zipped) folder.
A file, CBS.zip should appear on your Desktop.

5. Start a New Thread

Please do not post in another thread saying that you require assistance, it makes things very confusing. If you have a problem that you would like help with, please start a new thread of your own!

Your post should include the error codes from step #3 and the CBS.zip file created in step #4. Here's how to attach it to your post:

SFC ran fine - the problems it detected are 'normal' and caused by an MS error which can be ignored.

The CheckSUR report has an error which I don't recall seeing before...

Hopefully there'll be something about that n the Event viewer logs...
Open Event Viewer
click on the Windows logs entry in the left pane to expand it.
Now click on the Application entry - wait while it loads.
Click on 'File' in the menu bar and select Save...
Save the file as Appevt.evtx
Repeat for the System log
then zip both, and upload them.

From your logs, it looks as if you have both ESET and AnitVir AV's installed - if this is the case, it's no surprise that you're having problems!

For the moment, please uninstall both, and instead install MSE.
You'll need to run the cleanup tools for both , as well...

Thanks for looking at this.

I use the free uninstall program "Revo Uninstaller" and always use the aggressive mode so it will uninstall using the built-in (un)installer and then not reboot until Revo scans the registry for left over entries and other file(s) to delete during the next reboot.

The ESET AV installed ,ay be a "recent" one as I was trying different root-kit scanners from a few different vendors ( they all search differently and have different definition files ).

- I will download and uninstall ESET using the uninstaller you provided THANKS!!!
- I will also download and uninstall AVIRA using the link from your page of uninstallers THANKS!
- I will also download and uninstall ZoneAlarm FREE if there is a uninstaller for it THANKS!!!

- I will then download / install MSE and let you know what happens THANKS!!


I will report back what I find.

Cleaned up for ALL AV's I recognized @ ESET I believe I have had on the laptop at one time or another.
- ESET Smart Installer ( found Malware Bytes, and AVIRA [but could not unintall AVIRA] )

- Avastclear ( ran after booting into safe mode & rebooted PC )
>>> this one found and removed kernel objects, removed registry keys, etc.

- avg_remover_stf_x64_2015_5501 ( ran after Avastclear in safe mode & rebooted PC )
>>> this one found and removed some registry keys, but too fast to really read it.

- Norton_Removal_Tool ( ran after avg_remover in safe mode & rebooted PC )
>>> this seemed to remove some stuff, just not really sure what

- NSSRT ( ran after Norton_Removal_Tool in safe mode & rebooted PC )
>>> did not seem to do anything, at least it did not show a window or anything.

- MCPR ( ran after NSSRT in safe mode & rebooted PC )
>>> seemed to remove several items, registry keys, etc. It also came up when I rebooted into regular mode.

I installed / updates and ran a quick scan with Windows Essential.

I was informed that I should go get IE v11, so I downloaded it (53.5 MB). But see the following message:

"Windows Defender"
The program's Service has stopped. You can start the service manually or restart your computer,
which will start the service. (Error code: 0x800106ba).

I ended my FF v40.x session(s) and will reboot my laptop.

BTW... I did check the BITS service after uninstalling all of the various AV's I had downloaded the uninstaller's for,
but it was still listed as manual / "not started".

Tried to run Windows Update. It found the same list of updates. I chose the first one "cumulative update for IE v11 (43.5 MB).

I installed IE v11.0.9600.17959CO; Update Versions: 11.0.22 (KB3078071) and restarted my laptop.

BITS is set to manual?
it should be on Automatic (Delayed start)
Please download the Farbar Service Scanner from

Farbar Service Scanner Download

Right-click on the saved file and select 'Run as Administrator', and tick all the options, then click on the Scan button - copy and paste the report to your response.
