Thats a retail licence, the code should be on the packaging you got when you bought it.

The code on the bottom of your laptop will only give you rights to the Vista OS, which is what your laptop was sold with.

The installed Product Key is the Default Key, and can NEVER be activated.

You need to change the Key to the one on your COA sticker - which should be Windows 7, since the machine was apparently manufactured well after the launch of Windows 7.

@torchwood - the machine shows every sign of having shipped with Win7 - what made you think it was Vista?

I am not thinking if it vista, I did have several problems due to formatting my Windows, So I downloaded the Windows 7 online, my laptop is so old, and the Product Key isn't clear at the bottom of the laptop, so what other choices I can have to return to my default windows, is it re-formatting the windows to factory ? can I know If I didn't activate what will happen ?

If the COA sticker is not readable, then your only real options are
    1) reinstall using the Manufacturer's recovery media - you may be able to acquire a new set of disks from HP
    or
    2) purchase a new Windows license.

Don't believe everything you read on the Net :)
There's a lot of variants of the DV3 out there - some came with Win7... e.g. HP Pavilion dv3-2310ea Entertainment Notebook PC Product Specifications | HP® Customer Support
