That appears to be merely a driver disk, and won't do anything for you in terms of activation.

Is there a COA sticker on the machine's case, or a Windows 8/Win8Pro sticker?

I reviewed the link, and I have the COA, but I do not have the PDF / printed page with the Key. It was not included with my laptop.

There is a COA on the bottom of the Laptop, Win 7 Pro. There is no Key for Win 7.

I hate these new Refurb program rules!
If you're lucky you may be able to get a set of recovery disks from Dell for a reasonable sum - but this is one case where eBay is probably as good as anything. YOu should be able to get the disks from there for a lot less
