Is Windows update (KB3083710) Win 10 or tracking related?

Microsoft's knowledge base article isn't helping me trying to figure how important this is or not , i know it's optional but it it helpful to Win 7 functionality ?

Any other (optional ) updates worthy of installing in your opinion that are not Win 10 or tracking related?

Thanks

As far as I can work out it's an upgrade for Windows Update Client that enables you to block Windows 10 upgrade updates via group policy. That's no good on your machine as Home Premium doesn't have Group Policy Editor. So I suggest not installing KB3083710 for that reason. Other users with higher versions of Windows 7 might find it useful.

Hi,
Yep I passed there was no point in making home premium into a sorted group policy holder
It's easy enough to review updates before downloading and installing then if a questionable one appears research more and ask if necessary

So according to that link, this is a spyware update related to the new privacy reductions in win10. I didn't agree to being spied on and I'm not enrolled in MS's CEIP program. I also have the win10 upgrade offer and detection disabled via group policy. So why is this update now being offered as "important" versus "optional" just a few days ago?

Hello, anyone out there in Redmond?

It hasn't been very effective though. I've enabled this in group policy and the win10 "compatibility updates" still un-hid themselves a few weeks ago.
Personally I think it might be time to the

See: October 13th 2015 Security Update Release Summary

Repackaged Update (using the same KB number) - as far as I can work out if a repackaged update is released it over-rides your "hidden update" settings and will reappear on the list.
