Windows update KB3101722 will not install. Error 0x80071a2d

Folks:

I tried everything I could find on SevenForums and beyond. This one KB will just not stick.

I downloaded it separately, too: "Windows6.1-KB3101722-x64.msu". The installation process, whether stand-alone (WUSA) or within the Windows Update app, proceeds without any errors. I am then prompted to restart the PC. After the restart, if I go to the Windows Update app -> View update history, I find that the KB3101722 has a failed status. The error code is 0x80071a2d.

Checking the event viewer logs for WUSA reports the same thing: "Package KB3101722 failed to be changed to the Installed state. Status: 0x80071a2d".

I ran the SURT tool as instructed in the "Windows Update Posting Instructions" and saved the CBS folder. The folder is rather large, containing many cab files. Here is a link to my OneDrive where I uploaded it.

I have no idea how to proceed from here. I don't like the idea of not having KB3101722 installed. This is supposedly, an important update.
