Windows logs on the left column and expanded them and right click and click on clear on the 4 entries below,

Exit and restart the machine again
Uninstall this update if it ever installed,
Download it again and use Save as and download it to your downloads folder and run it from there without an internet connection

The CBS log is showing an error on a IE language pack update.
Did the comp originally come with Indonesian as the base language?, and is the re-install media for the same language.

I can install 971033 successfully, and I don't have 3112343 installed, should I install it? Well I installed it anyway and nothing happened, wuauserv still stuck so I restored using system restore. As for 3138612 I already installed it without internet connection, I think it's the one that solved over 2GB of RAM usage problem (after it was installed RAM usage never exceed 500MB), but the excessive CPU usage isn't solved.

Ah that's a good information. No, the PC comes with english language, I installed the language pack from here, actually that is the very first thing I did after installation, even before installing driver etc. I only installed Indonesian, is there a connection between LIP and WU to cause trouble?

KB3112343 was released in December 2015
Since then there has been at least 2 others that I can remember
KB3138613 was March's
KB3135445 was February's
Not sure if January had one or not ?
There are routines within windows update that require the original core language pack to be in place when you update for the "first" time, the language pack install, (as its optional) in this first update run will be one of the final updates of the process if your first update action was to remove the core language, you will encounter problems

I see.. I have installed all from october 2015-april 2016 fix manually, but CPU problem isn't solved either. Roy's answer below might have some hope, gonna try that.
I didn't remove the core language, only installed a new one, it's not possible to remove english anyway. So do you suggest I do a reinstall and finished windows update without any language pack? I read somewhere that some update requires reinstall after language pack and it is suggested to install language pack first, that's why I installed LIP at the very beginning, not from windows update but from an mlc file.

I've seen this note on the updates to the Windows Update Clients (WUC):
Important If you install a language pack after you install this update, you must reinstall this update. Therefore, we recommend that you install any language packs that you need before you install this update.
Correct - no update to the WUC in January.

Yea the "If you add a language pack after installing this update" is a common note on many updates that it need to be reinstalled.
