Update to force the cryptography interface to be the top window is available for Windows 7 SP1 and Windows Server 2008 R2 SP1
Summary:
This hotfix adds the CRYPTUI_SELECTCERT_PUT_WINDOW_TOPMOST dwFlag parameter to Windows 7 Service Pack 1 (SP1) and Windows Server 2008 R2 SP1. This parameter can be used with the CRYPTUI_SELECTCERTIFICATE_STRUCT structure, and it makes sure that the cryptography interface is the top window on the screen. In other words, the cryptography interface (which prompts the user for a certificate) will never be hidden under other windows.
