Same two repetative Windows Update failures

Everytime I shutdown Windows 7 keeps trying to install the same two following updates but fails:

Security Update for the 2007 Microsoft Office System (KB976321)
Update for Microsoft Office Outlook 2007 Junk Email Filter (KB981726)

I keep getting the same error code for each install failure: 646

I have made sure the firewall is set correctly and I have also tried to install in safe mode as well.

Any suggestions as to how to get these to install or at least clear the Windows Update so that it quits trying to install these two updates?

Thanks!

Go to this site and down load the updates (just enter the KB number in search).
Then install them locally after they download.
