Recommended update not behaving

I've checked the box to have Recommended updates treated the same way as important ones. I have also choosen to download important update and let me choose which to install. When there is an important update, I get the notification in the lower right part of taskbar. When there is a recommended update, I get no notification even thoough I've checked the box to treat recommended updates as important ones. I'm running win 7 ultimate 64 bit. Any suggestions????

Humm, i do get notifications as you but i did noticed that i have to go in my control panel => windows updates anyway, to choose/check the updates to be installed. I do prefer that way so i can see what's on.
Only Windows defender updating without nothing to do.
