If you mean the monthly updates or Service Packs like the upcoming SP1, they are free.
The upgrades from versions Home to Pro or Pro to ultimate are not free.

If you are asking if Windows Updates are free (service packs and such), yes.

Yes, the service is free and very valuable. Once a month on the second Tuesday of the month, you will receive many updates. On, other days, you may receive updates that are considred important and should be downloaded as soon as possible. About 3 times a week you will get updates for the defender service.
