Windows 7: Unable to install SP2 Microsoft Access Runtime and data connectivity..

Unable to install SP2 Microsoft Access Runtime and data connectivity..

Recently, I had issues with Microsoft Updates please review if necessary to take care of my current issue...(WindowsUpdate_00000A97 Error Updating...), and they were solved. However, after downloading the two updates that were in trouble, my system refuses to acnowledge that one of the downloads was or is installed properly, this is the SP2 for Microsoft Access Runtime and Data Connectivity 2007 which is 42.3 MB in size.

This is the additional info displayed for this update:

I am now trying to download and install the update manually, see if that works...
So, I tried manual install and that did not work either..(please see pics enclosed)

Please help, I tried rebooting in selective mode, cleanning computer of unused software, cleanning files, registry, etc, and nothing has worked.

(One of my services, for search/indexing Microsoft Outlook keeps disconnecting due to service closed, I keep restarting the service but my computer resets the service and closes it...could this problem be related to the inability of the Microsoft Access Runtime SP2 of getting installed?)

Ok. Sorry. I had to have Microsoft Customer Support Phone service update the SQL files as I did not know how to do that when I ran into trouble with the software, so.... I am not sure I want to uninstall and reinstall, I have my files backed up and everything, but the SQL files go a bit over my head if they were to regress to the time when they were not working...
I am sorry to repost, I did not think the two problems I am having are related (ie. Index service unable to maintain its running status, and windows update unable to complete SP2 install of Microsoft Runtime)
