Backup and Restore Administrator Priviledges

We have had problems with our staff loading unauthorized software on their machines. Because of this we have revoked local admin rights from most staff. I have a staff person how needs to run the backup and restore software. Is there a way to enable the use of backup and restore without giving the person administrator rights for everything else? Security Policy, registry, something??

Thanks,
I went into applocker and created a executable rule to "allow" the user for sdclt.exe in the system32 folder. I even manually added full security for that person to sdclt.exe. Still get the You must be an administrator to perform this task.

The version of windows is Windows 7 Professional

See if any of this helps,

How do I allow access to a program to a standard user in Windows 7 where UAC pops up?
