Do you have a "repair disk" or "win7 installation dvd? If so boot from dvd and enter recovery environment. Then select "command prompt" then:

    Code:
    BOOTSECT /NT60 C: /FORCE /MBR

    Command succeeded succesfully?
    Now reboot normally.
I don't have either of those. The computer is a university-issued laptop and they don't give us the disks.

Start-up repair runs automatically when I open in Safe Mode. Then it 'fixes' whatever is wrong and restarts Windows. But nothing is actually fixed. And when I do System Restore, it runs and then when it restarts, it gives me the error message that says that it failed to restore.
startup repair runs automatically in safe mode ... also in normal mode I assume (?)
But then you can't start windows at all... I'm confused.

What is wrong ? click "view diagnostics" when doing startup repair. What has it fixed or was trying to fix?

You can try system restore in "recovery environment". Does it give you an error?

try F8 multiple times when starting laptop. It shows you recovery environment as well. But better is starting from dvd, because starting from harddisk can run a rootkit virus from MBR

You can use any x64 win7 dvd (home premium, professional etc). Don't you have such DVD? Borrow one from neighbour or let him make a "repair disk"

I hit F8 while starting up and now I'm at the Advanced Boot Options screen. What do I do now?

None of those are options on the screen where I am right now. I'm on the Advanced Boot Options screen.

    The options are:

    'Repair Your Computer'

    'Safe Mode'
    'Safe Mode with Networking'
    'Safe Mode with Command Prompt'

    'Enable Boot Logging'
    'Enable low-resolution video (640x480)'
    'Last Known Good Configuration'
    'Directory Services Restore Mode'
    'Debugging Mode'
'Disable automatic restart on system failure'
    'Disable Driver Signature Enforcement'

    'Start Windows Normally'

I managed to do this and I think something went wrong. The command was successful but when I restarted my computer, it said that Windows failed to open properly and that I had to run a Start-up repair to fix the problem. So I'm running that right now.

The bootsect command recreates the standard MBR... so doesn't damage anything. So why it give you any problem?
Do a offline scan with hitman pro to check if you have a rootkit virus!!
