Accidentally deleted Recycle bin files

Hello I recently sent my laptop to HP for a fan repair and before I sent it off I accidentally deleted my Downloads folder and then cleared out my recycling bin. Well, I got my laptop back today and went to download a few files. After doing so, I realized that I can't find those downloaded...

Hi. The Recycle Bin properties (icon > right click) show allocated bin space for the different drives. But deleted files never go to bin and are permanently deleted. There is also no confirmation before deletion although option is checked. Thanks for help.

Hi there. Recently I had a virus crisis on my computer and so I backed up my data and got it fixed. But since I deleted the data I backed up, the files in question are not on my computer. Then my external hard drive failed and I am certain it is just plain un-fixable. I have been trying everything...

I did a search on this and could not find anything. Once in awhile my desktop will have a bunch of random files I deleted a long time ago. I always empty it too. There won't be anything in the recycle bin or on the desktop and then I'll go to look at it after awhile and some other group of files...

If I delete files and then go to the recycle bin, I can not see any of the files. Therefore if I want to restore a particular file I can not. If I choose to empty the bin, I get I confirmation to delete the correct number of files, but they are not visible. Any suggestions?
