error: bootmgr is missing press ctrl+alt+del to restart

I have a Toshiba Note book. I was trying to perform a hard-disk partition to it. then, I turned it off. when I tried to operate it again, it didn't start.
Itshowedd this message "bootmgr is missing press ctrl+alt+del to restart"
The only option I had is restarting it and pressing F12 or F2 which both lead to the setup page.
I looked the problem up online. and here is what I found:
    1) The computer needs some sort of CD to repair or recover the system.
I can't use this solution since my computer is a Note Book which means I don't have a CD Drive.
    2) I can look an "system repair or recovery" option on my computer setup page.
I couldn't find any system repair option. I pressed F12 and then went to Advanced but I couldn't find any option that says system repair.

Pls. I need help with this!!! I need to find some solution that I can do on my own since I don't have any money.

    P.S. I use windows 7

You can download a windows 7 iso file (install media) a create a bootable usb drive with it, you can then boot machine from it and try/explore repair and restore functions directly from the media, check out these links for more info
    Windows 7 Direct Download Links
    Windows 7 USB/DVD Download Tool
just make sure you download the same version of windows 7 as the one you have installed on your machine
