Backup Screen options/info screen blank; Error (0x80070422)

    History:
I recently changed motherboards and removed a 2nd hard drive which contained win 8.1. The system now has one drive with Win 7 Pro on it. My backups have been going to a removable seagate usb 3.0 drive and was not always plugged into the system, so occasionally I got a notice that windows couldn't find the backup drive which was not a problem as I plugged it in weekly and backup ran fine then.

    What I've done so far:

    1) sfc /scannow from elevated prompt, no files had problems
    2) ran MRT and virus scan, came back negative
    3) Started system repair disk and selected Startup Repair and came back with no problems, ran additional available troubleshooter which came back with no problems found.

    The full error message reads:

"The backup application could not start due to an internal error:

The service cannot be started either because it is disabled or because it has no enabled devices associated with it. (0x80070422) "

When I select "Backup and Restore", the page comes up showing only the words "Control Panel Home" in the upper left in the blue area and the words "Backup or Restore your files" in the top white area of the page. The rest of the page is blank. See attached pdf ...

Not surprisingly then, the service doesn't show up in msconfig as a startup service.

The error is supposed to be, according to technet articles, indicative of a corrupted file, however as stated above System File Checker finds nothing.

Thanks in advance for any helpful ideas.

Windows Backup was disabled in "Services" for an unknown reason. Also, I was looking for "Backup and Restore" at the top of the list of services instead of Windows Backup at the very bottom of the list. I didn't look in "Linux Backup and Restore", either. Duh. Anyway, good news, easy fix. Done.

    How:

"Start > right click "Computer" > select "Manage" > select "Services" > select "Windows Backup" from list and double click it. When the pop up window opens, if the pull down says "This service is disabled" click on the pull down and select Manual. Click "Apply". "OK". Done.

Now, just go to backup and restore in the Maintenance folder on the start menu program list, click it and Backup menu is there ready to go.
