Who told you to do it with command prompt? You can do it with a linux live cd. Or using this procedure:

- In command prompt type: NOTEPAD (and press enter).
- File->open. Browse to the stuff you want to copy. Right click on it then "copy"
- browse to the folder on usb stick you want to copy to. Then right click and "paste"
Simply want to copy 1 file:

I got the file but all it said was: the boot configuration data score could not be opened. The system cannot find the file specified.
