Folders empty after restoring from backup

I did a back up to and external HDD prior to reloading 7. I reloaded 7 and then restored the backup. If I look at the properties of the folder, lets say documents, it shows that there are many files and folders. If I click on the folder it shows empty. Any ideas?

I think I found the problem. ME!!!!!. Not sure how I did it but there is a folder named C and everything is in there. I can move them to the right folders. More than likely I created the C folder. I am new to backups and restoring. I just need more hands on.
