create restore point success but disappears

I can create a restore point but it disappears after about 15 secs!! from a post to the ms forums I got a suggestion but no follow up, so I am trying for help here. I have run a chkdsk and sfc /scannow and they come back ok. I have been able to create restore points in the past, that are stable. this is win 7 pro 64 bit. the suggestion was to re-register the vss dll's. before re-register I had checked and they were mostly there except for vssui.dll and msxml.dll

    suggestion start
    net stop vss
    regsvr32 ole32.dll
    regsvr32 vss_ps.dll
    Vssvc /Register
    regsvr32 /i swprv.dll
    regsvr32 /i eventcls.dll
    regsvr32 es.dll
    regsvr32 stdprov.dll
    regsvr32 vssui.dll
    regsvr32 msxml.dll
    regsvr32 msxml3.dll
    regsvr32 msxml4.dll
    net start vss
    suggestion end

    the re-register had terrible results
    3 were not found
    vssui.dll, msxml.dll, msxml4.dll
1 had a bad entry point msg
    es.dll
    2 had error 80070715
    swprv.dll, eventcls.dll
see attachments for the error messages
not surprising I still have the same problem after re-registering

    my questions, here:
what to do about the bad registrations?
where/how to safely get the missing dll's (I attached a sample missing message)
I know this is a big request, and appreciate any help,

Have you done any virus and/or malware scans? Sometimes, that can cause SRPs to suddenly disappear.
