Does backed up registry include registry hives?

So I have this problem see this thread : Cant Use Mouse and Keyboard on Welcome Screen

Anyway I'm trying(still) to fix it on my own. My question is does the registry that you backed up via export before include registry hives and if I used the said backed up registry will it restore back the registry hives in order? That is all. I tried using Hiren's Mini XP.
