Need to Edit Boot Options to boot from local USB Backup File at cmd Wi

At Win login system Group denies access for insufficient rights. A hack created many users and groups and granted access to all but denied me 'owner' access to change or modify any of the accounts created nor could I create a new one.
Now it longer lets me log in to Windows on start-up. It will not allow for Safe Mode start with Command. It ignores Bio set-up to start from USB first, where I have my backup stored. I was able to get to the Edit Boot Options from F5 then F10. All other startup options from F5 and F10 give options only for Windows 7 startup or Diagnosis only. At Edit Boot Options window it reads: Edit Windows boot options for: Windows 7 Path: \Windows\system32\winload.exe Partition: 1 Hard Disk: bd8cd9df [ /NOEXECUTE=OPTIN
