In each version of windows 10 there has been more control over telemetry on initial install, there is also better control over updates, (excepting Critical system security updates )

( obviously this applies to the Pro, Enterprise, versions, the home version is designed for a different market (Phone / Tablet users) and is set to limit user interventions)

Also the system with windows 10 is now settling down into one of Two updates per year and a version life (support), of several versions only. There are Long Term Editions (LTE) for enterprise use that will be supported for a longer period (10Years?), ( As is found in some Linux Flavours)

Thank you to everyone. I used Microsoft’s Media Creation Tool, made a 10 Pro 64Bit DVD from the latest .iso & installed it on my new hard drive. I skipped inputting the Product Code & after a few more minutes/screens, 10 was installed. I checked & it's activated ... Yay.
