Windows 7 finding a previous version from a deleted restore point??

Normally when I want to find a "Previous Version" of a file from a restore point, I highlight the folder the file is in, right-click, and go to Properties and Previous Versions. Then I am presented with a long list of previous versions of the folder corresponding to restore point dates, and I select the one I want, open it, and navigate to the old version of the file.

Today I wasn't thinking, and highlighted a file itself (instead of the containing folder), and searched for Previous Versions. Despite the fact that I have many restore points, I was presented with only one Previous Version of the file, from September 28, 2017. It was marked as being from a restore point. (It *did* have the information I needed, BTW)

But I was wondering why I was only offered one Previous Version, so I highlighted the folder, and searched for Previous Versions there, as I typically do. And indeed, I was presented with maybe 15-20 Previous Versions of the folder, and I spot-checked a few to confirm that they also contained Previous Versions of the file.

What's weird is, the earliest Previous Version of the folder that I was offered was January 2, 2018, which indeed corresponds to the oldest restore point on my computer. So how did I end up with that September 28, 2017 version when I inadvertently did it the other way?
