Yeah and my 3570k is crap 4.5 GHz im running at 1.356v if i go 4.6 GHz its about 1.5v :/

Ouch, that is unlucky. You must have got a real bad one there. I have had 3x 3770K's and they all needed around 1.27v for 4.6GHz and my current 4930K is pretty much the same.

Well the 3770K would be the cheapest option as you can use your current motherboard with it. Obviously you would need a Mobo and 4770K. Or if you are not in too much of a rush I would wait a couple of months for the Haswell refresh codenamed Devils Canyon. They are supposed to be going back to their roots with great overclocking CPUs and improved cooling.
