i have never had this issue myself but please visit the below, this might help at least get these options back.

The "Windows Features" dialog box is empty in Windows 7 or Windows Vista, or you receive error code "0x80073712" when you try to use Windows Update

I'm already gone on this page.

I also found this: FIX Blank or Empty List in Vista Turn Windows Features On or Off (OptionalFeatures.exe)

Hi, It's OK ! The Windows Features dialog box appears again ( fixed by System Update Readiness Tool ) Internet Explorer 8 was not ticked. I check,i wait, nothing happens, I open again The Windows Features dialog box,internet explorer 8 remain not ticked. I check,i restart, wait, open again The Windows Features dialog box, the checkbox ( iE8) is still blank Regards,
