HTML ( Or CSS? ) Help Make This Work For Any Browser ( like FF,or IE )

I am not sure if this is the right place to post this...I am looking for help in html/css coding for my web page. I am very new to html, and only know a couple tags. What I am trying to do is fit text within a certain area. Just using the <center> tag doesn't work and makes the text go outside the area I would like.
I have a picture attatched to show what I am trying to do.

Create a table with two rows. One for the picture and one for the text. Make the width of the table the same as the picture.

You could create 3 columns and put your text in the middle one. CSS would be good if you want this to follow for all pages.
