Toggle off Chrome's download bar

It is possible to toggle off the display behaviour of the download bar in Google's Chrome browser? It is annoying when the download bar reappears at the bottom of every single browser tab when you download something. Users can always press ctrl + J if they want to keep track of their downloads anyway.

Not that I know of. Hopefully it will be something they change in the future.
