The username and password you use to access your email on your email providers server is not usually referred to as "network". It would be clearer to call it "email password prompt". Sometimes "network" refers to a LAN (local area network) or somtimes an Internet WAN (wide area network) depending on whether you are accessing computers on your LAN or the Internet via your ISP.
Since you now agree with Kari as to the Outlook dialog box that is popping up, all I can think of is to make sure all the blanks are filled it properly and the box checked to "remember..."
Please could you post a screenshot of this prompt when it next time appears. Not knowing if you know how to make and post screenshots, here's two simple tutorials in case you need them:

Sorry to say but I'm bailing out. That Outlook email password prompt is shown when
A) The saved username and / or password is wrong
B) No password is saved
If the email account is correctly set up (credentials, POP or IMAP server, SMTP server), and user credentials are saved, you should not get that prompt.
Nothing more I can say.
