The problem appears to be with Opera. Have you considered uninstalling and then installing again. The process should begin with a system restore point, just in case you are not happy with the results.
    Did Opera ever work?

Sounds like it is the update. If so, we will begin to get many complaints. Eventually the right solution will be uncovered, if a patch is not sent out first.

You might try to see if it's a new "feature".

If you have IE's "Internet Zone" set to maximum protection, you can DL but not run ANY program DLed from the net through it. It's an extreme saftey feature, great for use on public machines or with kids.

Opera may have a similar feature which is on by default in this version?

Sounds like a Firewall problem to me I've never had problems downloading .exe files
You could try the excellent free Comodo Internet Security Suite

Firewall & Antivirus Software Suite - Internet Security | Comodo

You should never upgrade back to a previous version of Opera.
Why not Uninstall Opera & then install a New version 10.63 but use Opera Link to synchronize your Bookmarks,Personal Bar , Speed Dial , Notes & Search engines first.
There is a link to your My Opera Link Page from the Link button to check everything is backed up.
