Makes sense. Browsers are accessing a specific port on the remote web server. If your firewall is blocking outgoing requests to port 80 that would prevent webserver access. Test by turning off any firewalls including Windows Firewall on your pc and the one in your router.
Turning of all firewalls did not help.

After system startup everything looks good but no browser connections (IE or Firefox) all I have to do is disable the local connection and then reconnect it.. then everything works, no other changes necessary until the next time I go idle or do a reboot.
