How can I open the Download List?

When you download anything from the Internet a download list opens. As well as the current download, it contains a list of previous downloads; you can clean up the list by deleting any entries you wish. My question is, how do you open this list for editing at other times?

Many thanks for the info. And - oops! - it was only after posting that I realised that saying what browser I had really would have made things easier!
