Yes. Now it is more or less the same as the beta with the exception that the sandboxed flash player is removed. I think they still have issues with that.
New build include several fixes and including WebGL, Chrome Instant, and the Chrome Web Store.

Does anyone happen to know of some chart or other calculus to determine a build number from a version number or vice versa for Chromium?

It's a nightmare when you try to backtrack to get a zip for an old version. Sometimes builds disappear from the list. There seems to be nothing included in the zip that tells you the version number. You have to run it and look in the About Chromium dialog.
I know I'm saying Chromium instead of Chrome but the distinction seems to be only semantic these days. Chromium seems quite happy to forward the data to Google if you use the default Under The Hood settings.
