Windows 7: How could I move the tool bar choices to the top?

How could I move the tool bar choices to the top?

IE9 on the bottom of the browser screen when I right click, I get choice for toolbar-Address,Link,Desktop. When I choose Address the tool bar open it in the bottom right corner next to the Win7 icons.
How could I move this to the top right corner as it use to be in the IE8?

What you describe has nothing to do with IE9 .
That is the Windows 7 taskbar on the bottom of the screen (default position).

In IE 9 to have the address bar on the top,
right click on the top of the IE 9 window & select show tabs on a separate row.
